JUNOS J-Web allows creation of superuser account without requiring authentication

Product Affected:
This is a zero day issue which affects all JUNOS devices running release 9.4 and above.
Problem:
The JUNOS J-Web management application was found to have un-authenticated pages which allowed anyone with access to the device to be able to create privileged accounts on the router or switch. The exploit was discovered through customer penetration testing with no indication of active exploitation.
Solution:
All JUNOS software releases built on or after 2009-09-22 have fixed this specific issue. This specifically includes 9.4R3, 9.5R2, 9.6R1, 10.0R1, and all subsequent releases.

JUNOS versions prior to 9.4 are not vulnerable.

This issue is being tracked as PR 453015. While this PR is not viewable by customers, it can be used as a reference when discussing the issue with JTAC.

Workaround:

There is no workaround. Juniper recommends upgrading JUNOS to fix the issue.

The risk can be mitigated with access lists to minimize access to the device. The risk can also be eliminated by turning off J-Web.

How to obtain Service Releases:

Security vulnerabilities are fixed in the next available Maintenance Release of each supported JUNOS version. In some cases, a Maintenance Release is not planned to be available in an appropriate time-frame. For these cases, Service Releases are made available in order to be more timely. Security Advisory notices will indicate which Maintenance and/or Service Releases contain fixes for the issues described. Upon request to JTAC, customers will be provided download instructions for a Service Release. Although Juniper does not provide formal Release Note documentation for a Service Release, a list of "PRs fixed" can be provided on request.
