Summary:
Telnet to JUNOS router fails with root login. 
Symptoms:
  • Telnet to JUNOS router fails with root login.
  • SSH and JWeb with root login is successful.
  • Telnet with non-root admin account is successful.
Solution:
This is per design.  Due to the security risk, root login access is not allowed for telnet access which is not encrypted.  The workaround is to use SSH if root access is required.
