Unable to Register Avaya VoIP via H323 due to Exceeding OLC Messages

Summary:
Open Logical Channel (OLC) limitation on the H.323
Symptoms:
Debug h323 all reports 'error - cannot decode Q.931 packet'
H.323 calls using Avaya phones will not be able to complete if the OLC takes more than 36 messages.
Solution:
H.323 ALG was unable to decode Q.931using Avaya phones, due to not enough OLC support
Juniper supports up to 36 OLC messages.  OLC messages has to get completed within 36 messages.  If more than that is used, Juniper will drop it.

 The number of OLC messages have been increased from 36 to 64 beginning with ScreenOS 6.0.0r6, 6.1.0r3 and above.  Upgrade to these versions of ScreenOS to resolve this problem.
