Summary:
Traffic shaping on a VoIP service policy is not working. The voice/media/data portion of this session does not have traffic shaping applied to it.
Symptoms:

We introduced the SIP ALG beginning with ScreenOS 5.1.0. Normally there are two types of sessions for an ALG, one is for the control/signal traffic, and the other is for the data/media traffic. The control/signal session is directly created by the policy, whereas the data/media session is directly created by the gate or pinhole, which is created dynamically by the ALG.

Currently, traffic shaping only works with the control/signal sessions matching the policy.  Data/media sessions are not able to take advantage of the traffic shaping feature because they are created by the gate or pinhole which the ALG creates, not the policy itself.

Solution:
It is recommended that Traffic Shaping only be used on policies which do not process traffic that has a separate control and data session. There are preparations being made to enhance the traffic shaping features to include ALG related traffic that would encompass not only the control/signal sessions but also the data/media sessions as well. Tentatively this will be realized in ScreenOS 6.2.0 versions.
