Solution:
There are three basic configuration steps to create a VLAN on a uPIM in Enhanced Switching Mode.

First you will need to put the PIM in Enhanced Switching Mode.
set chassis fpc <fpc#> pic 0 ethernet pic-mode enhanced-switching

Configuration Option A
Enable family ethernet-switching on the interface that you want to operate as a L2 switch port. Then create the VLAN members with the VLAN id and the interface the VLAN will be operating on.

Create the interface and enable family ethernet switching.
set interfaces ge-3/0/0 unit 0 family ethernet-switching

Create the VLAN member and configure the VLAN id as well as the interface it is applied to.
set vlans test-vlan vlan-id 101
set vlans test-vlan interface ge-3/0/0

Configuration Option B
Create the VLAN member and define the VLAN id. Then create the interface and enable family ethernet-switching on the interface that you want to operate as a L2 switch port. Then, add the VLAN member to that interface.

Create the VLAN member and configure the VLAN id as well as the interface it is applied to.
set vlans test-vlan vlan-id 101
Create the interface and enable family ethernet switching
set interfaces ge-3/0/0 unit 0 family ethernet-switching vlan members test-vlan
