Summary:
There is no gratuitous ARPs sent for DIP or MIP.
Symptoms:

Solution:
This is expected behavior per the ScreenOS current design. Neither DIP gratuitous ARPs nor MIP gratuitous ARPs are sent from the firewall.  Gratuitous ARPs not necessary because the IP address for DIPs and MIPs are mapped to the firewall's virtual MAC, and it does not change upon a failover.
