Summary:
During the bootup of the firewall, the following message is output to the console:

Policy X(vsys Root): counters exceeds 125 limit

What does this message mean?

Symptoms:

Solution:
The firewalls have a maximum number of policies which can be enabled with counting.  See http://kb.juniper.net/KB12786.

If the firewall has more than its maximum number of policies enabled with counting, this message will display during bootup.  In order to avoid this message, reduce the number of policies enabled with counting below this maximum value.
