[EOL/EOE] NSM Daily backups fail on Secondary Server

In an HA environment, Daily backups fail on Secondary NSM Server
NSM Backups are designed to work only on the Primary Active server.

In NSM HA Environment, Device Server processes are "ON" only on Active Server.  The NSM Backup process verifies Device server status; if it is "OFF", backups will fail with following message

devSvr not running, devSvr backup would not be performed
.doBackupForDev returned FAILURE

NSM Daily backups can be run only on Active NSM Server.
