Summary:
In Junos 9.x, the URL for some of the J-web help pages begins with "apache-test"; these help pages are unreachable.
Symptoms:
In the J-web 9.x version , when opening online help for a tab in J-Web, a URL similar to the following sometimes displays:
http://apache-test.juniper.net/techpubs/software/junos/xxxxxx/xxxxxx.html
The help page is unreachable.
Solution:
The FQDN "apache-test.juniper.net" is a nonexistent site.  This is a known issue in Junos 9.x. 

To resolve the issue either upgrade to Junos 10.0 or later  OR  modify the beginning portion of the URL as shown below:

Change:  http://apache-test.juniper.net/techpubs/software/junos/xxxxxx/xxxxxx.html

to:  http://www.juniper.net/techpubs/software/junos/xxxxxx/xxxxxx.html
