Summary:
NTP server function does not inject stratum 2 in response packet.
Symptoms:
When the ScreenOS firewall is being used as a NTP server, it does not inject stratum 2 in the response packet.
Solution:
On page 15 of the RFC4430 document it says, "Unicast and manycast servers copy the VN and Poll fields of the request intact to the reply and set the Stratum field to 1," and again on page 16, "If the server is synchronized to a reference source, the Stratum field is set to 1." Since you have the firewall configured as a NTP server, this is working as designed in accord with the RFC.
