The following messages are generated when 'snmp health-monitor' is configured upon user login/logout:

SNMPD_HEALTH_MON_INSTANCE: Health Monitor: jroute daemon CPU usage (Command-line interface): new instance detected (variable: sysApplElmtRunCPU.5.8.28349)
SNMPD_HEALTH_MON_INSTANCE: Health Monitor: jroute daemon CPU usage (Management process): new instance detected (variable: sysApplElmtRunCPU.5.6.28350)
SNMPD_HEALTH_MON_INSTANCE: Health Monitor: jroute daemon memory usage (Command-line interface): new instance detected (variable: sysApplElmtRunMemory.5.8.28349)
SNMPD_HEALTH_MON_INSTANCE: Health Monitor: jroute daemon memory usage (Management process): new instance detected (variable: sysApplElmtRunMemory.5.6.28350)

Cause

The snmp health monitor  tracks the status of system processes. Additional MGD and CLI processes are created when users’ logon to a router; subsequently the creation and deletion of these processes on login and logout is reported through these health monitor messages. These messages are superficial in nature and can be ignored.

Solution:
To prevent such messages from being logged, the following filter can be applied:
system {
    syslog {
        host x.x.x.x {
            match "!(\(Management process\): monitored instance has been lost|\(Command-line interface\): monitored instance has been lost|\(Management process\): new instance detected|\(Command-line interface\): new instance detected)";
        }
        file messages {
            match "!(\(Management process\): monitored instance has been lost|\(Command-line interface\): monitored instance has been lost|\(Management process\): new instance detected|\(Command-line interface\): new instance detected)";
        }
    }
}
