RMA license transfer for MX-MPC - how to transfer the MX MPC VLAN LICENSE (S-MPC-3D-VQ-ADV-R)

This article provides information how to transfer the MX MPC VLAN license included with the MX-MPC2-3D-Q card (originally purchased as MX-MPC2-3D-Q-R-B bundle).

Symptoms:
Question: 
I recently RMA'ed the MX-MPC2-3D-Q (card) on my MX device. The card was originally purchased as a package MX-MPC2-3D-Q-R-B (bundle), which included a VLAN license.

Now I need to transfer the VLAN license from my defective unit to the replacement unit received from Juniper. The online RMA license transfer tool says there are no licenses registered to my product.  How do I transfer the license?
Cause:
S-MPC-3D-VQ-ADV-R (license, per slot, to support full-scale L3 route and L3 VPN on HQoS MPCs) is a paper license certificate that originally ships with the hardware. The RMA license transfer tool will not work for this type of license.
Solution:

Please open a Service Request (case) with Customer Care.
