Solution:

The commands to set the static IP on an AX-411 device (when you do not want to use DHCP) are:

set wlan access-point AX411 external system ports ethernet static address 192.168.1.11/24
set wlan access-point AX411 external system ports ethernet static default-gateway 192.168.1.1/24
set wlan access-point AX411 external system ports ethernet name-server 4.2.2.2 ( or local-dns )

Alternative:

Bind the IP address to the MAC address under DHCP:

root@SRX# show | compare 
[edit system services dhcp]
 static-binding 01:06:07:08:09:0B {
     fixed-address {
         192.168.1.2;
     }
 }
root@SRX# set system services dhcp static-binding <MAC address> fixed-address <IP address>
