[PTX] Using Interface address for Micro BFD causes BFD to remain down after link flap

In micro BFD, when using interface IP as local/neighbor address if there is a interface flap, MicroBFD remains "down" even if the physical link is "up".


Using interface IP for microBFD as below:


    bfd-liveness-detection {
        version 1;
        minimum-receive-interval 100;
        multiplier 3;
        transmit-interval {
            minimum-interval 100;

Platform limitation.


PTX has a platform limitation and needs to use only loopback IP as Micro BFD Local/Neighbor Address.
