After upgrading JUNOS to version 18.2R1, we can frequently see the below fan speed flap (up and down) chassisd log message on MX2000 series. This article explains the reason for this log message.

New fan control thermal threshold values for MPC8/9E were implemented in versions 15.1F7, 17.1R3, 17.2R1 and higher. The fan speed algorithm was also modified with the code change.
This behavior change can be confirmed with the lab MX2020 (18 PSMs, 2 RCBs, 8 SFB2, 1 MPC9E in zone#0, 4 Fan Trays) as follows:

In Junos 17.1R2, thermal threshold values for MPC8/9E are not defined, and the fans spin at higher speeds (around 5000 rpm), so each component temperature is not too high. Therefore, we seldom see the fan speed flap (up and down) chassisd log.
In Junos 17.1R3, new fan control setpoints are added for MPC8E/9E, and the fans spin at lower speeds (around 3000 rpm) with the fan speed algorithm change.
PR1334750 improved the fan's thermal threshold parameters to avoid high temperature alarms. Fans spin at around 3000 rpm as well.
We can frequently see the fan speed flap chassisd log in Junos 17.3R4, 17.4R2, 18.1R1, 18.2R1 and higher because each component's temperature might not be fall with the lower spinning rate. We can safely ignore these frequent chassisd log since it is non-service impacting as long as there are no Major/Minor alarms on the system.
