[Junos] Minor "FPC/PIC Need Bounce" alarm

Summary:

On a wide range of Junos devices, the alarm is triggered when there is a port speed change made on one of the ports residing on FPC/PIC. This behavior can be seen on both FPC and PIC since it depends on the hierarchy on which the port lies. 

Symptoms:

Active alarms start appearing on the device when new port speed changes are made and a reboot/restart has not been initiated.

root@jtac> show chassis alarms no-forwarding

OR

root@jtac> show chassis alarms no-forwarding

Cause:

When the following configuration change is made and ASIC is not re-initiated with this new configuration, the minor alarm could be triggered.

#set chassis fpc 2 pic 0 port 20 speed 10g
#commit
Solution:

Soft Restart:

In case of Minor alarm for PIC,

>request chassis pic fpc-slot fpc-slot-number pic-slot pic-slot-number offline
<wait for 2 minutes>
>request chassis pic fpc-slot fpc-slot-number pic-slot pic-slot-number online

In case of Minor alarm for FPC,

>request chassis fpc offline slot fpc-slot-number
<wait for 2 minutes>
>request chassis fpc online slot fpc-
slot-number

OR

>request chassis fpc restart slot fpc-slot-number

Hard Restart/ Re-seat:

Re-seat the FPC/PIC from the device manually to initiate a hard restart of the component.
