[QFX] Cannot sync NTP in mgmt_junos instance

Summary:

NTP cannot be sync'ed in mgmt_junos instance on QFX5120.

Symptoms:

Cause:

The routing-instance, 'mgmt_junos' must be added not only after 'set system ntp source-address x.x.x.x' but also must be added after 'set system ntp server xx.x.x'.

Solution:

As shown below, the 'routing-instance mgmt_junos' config is added after 'set system ntp source-address x.x.x.x' and as well as after 'set system ntp server xx.x.x':
