Summary:
How does VPN monitor detect if the VPN is up or down?  
Solution:

If the VPN Monitor 'Optimized' feature is not enabled, then the VPN monitor sends ICMP echo requests every 10 seconds for 10 consecutive times.  If it does not get a reply, then VPN Link status is reported Down.  These settings are configurable using the vpnmonitor interval and vpnmonitor threshold commands:

set vpnmonitor interval <number>

The interval specifies the monitor frequency interval (in seconds)

set vpnmonitor threshold <number>

The threshold specifies the monitor threshold, the number of consecutive times the device can send vpnmonitor requests without getting a response before the device changes the VPN Link-Status to down.

The following command reports the settings:

get vpnmonitor
Vpn monitor interval : 10(seconds)
Vpn monitor threshold: 10
