This problem can occur due to the heartbeat interval timer between the NetScreen device and the NetScreen-Security Manager (NSM) server.

Beginning with ScreenOS 5.0.0r8, the default timer interval between the NetScreen device and the NSM server has been increased. The nsmgmt heartbeat interval/timeouts are configurable with ScreenOS 5.0.0r8 and above. The new syntax is: 

set nsm hb-interval

 
The hb-interval is the interval that the heartbeat request is sent out. With a default value of 20, one heartbeat request is sent out every 20 seconds.

The heartbeat threshold is configured using the following command: 

set nsm hb-threshold

 
The NetScreen device will disconnect the NSM connection if there is no traffic (including heartbeat responses) from NSM within the hb-threshold time interval. The default hb-threshold is 5 seconds. If the hb-interval is set to the default value of 20, and the hb-threshold is set to a value of 5, the device will disconnect in 100 seconds (20 seconds * 5) if there is no traffic from NSM to the NetScreen device. In addition, a hb-threshold value of -1 will disable the heartbeat timeout.

noteIf a device config fails to import into NSM, try increasing either, the HB-interval, the HB-threshold, or both.
