Solution:

There really is no threshold for the Ping of Death. The Ping of Death is a very specialized packet, and when this option is enabled, NetScreen will drop every one of them.  The threshold is one, because a single Ping of Death can reboot a PC.

The Ping-of-Death is detected by checking every packet, and if the offset is over 65535, NetScreen would drop the packet.
