Solution:
The following solution applies to Report Manager:

The error message above is a message from the Oracle database process.  The error message indicates Oracle process's inability to allocate shared memory for its SGA (System Global Area).  On Solaris systems, this could be fixed by appending the following to the Solaris kernel config file, /etc/system:

set shmsys:shminfo_shmmax=4294967296
set shmsys:shminfo_shmmin=1
set shmsys:shminfo_shmmni=100
set shmsys:shminfo_shmseg=10
set semsys:seminfo_semmni=100
set semsys:seminfo_semmsl=100
set semsys:seminfo_semmns=200
set semsys:seminfo_semopm=100
set semsys:seminfo_semvmx=32767

shmmax is the maximum size of a single shared memory segment.  4294967296 is the recommended value by Oracle, regardless of the actual memory installed

shmseg is the maximum number of segments that can be attached by a process when the Oracle SGA exceeds the maximum size of a shared memory segment. 

SGA can also be fine-tuned in the initsid.ora files (DB_BLOCK_BUFFERS, DB_BLOCK_SIZE, etc) but be careful, because poor performance may result if too much memory is allocated for the shared memory from these files.
