Solution:

If you want to configure traffic shaping by PRIORITY only, enable traffic shaping but specify

  • 0 gbw 
  • 0 mbw
  • desired priority

For example:
Assume Voice over IP (VoIP) is to be prioritized with the highest priority, with all other traffic set to a lower priority.

Edit the VoIP policy and click Advanced

  1. Enable Traffic Shaping
  2. Configure Guaranteed Bandwidth = 0 and Maximum Bandwidth = 0
  3. Configure Traffic Priority with Highest Priority
  4. Click OK

Edit the ANY policy and click Advanced

  1. Enable Traffic Shaping
  2. Configuring Guaranteed Bandwidth = 0 and Maximum Bandwidth = 0
  3. Configure Traffic Priority with Lowest Priority
  4. Click OK
