Problems Occur When OSPF Enabled on both Local and VSI Interfaces

Summary:
NSRP cluster using VSD-less (unset nsrp vsd group 0) configuration.  OSPF is enabled on local and VSI interfaces.
Symptoms:

OSPF Neighbors stuck in ExStart when OSPF is enabled on both local and VSI interfaces.

Event log message: OSPF packet retransmit counter exceeds limit, kill neighbor

Solution:

If you configure an NSRP in a VSD-less environment (unset nsrp vsd group 0), it is highly recommended to run OSPF only on local interfaces, or only on VSI interfaces.  It is not recommended to run OSPF in mixed mode (local and VSI interfaces).  If OSPF is run in mixed mode, the OSPF neightbor becomes stuck in ExStart state.
