Summary:
Beginning with JUNOS 7.6 the BGP allowed hold time range goes from a minimum value of 20 seconds up to a maximum value of 65535 seconds.
Symptoms:

Solution:
Beginning with JUNOS 7.6 the BGP allowed hold time range is from a minimum of 20 seconds up to a maximum of 65535 seconds. Previously, the range was from 6 through 65535 seconds. With JUNOS 7.6, the configuration check will fail when trying to commit a BGP hold time value that is lower than 20 seconds. Moreover, even with a properly configured local hold time value in the range of 20 through 65535 seconds, the BGP session will not be established as long as the remote peer uses an hold time lower than 20 seconds.

The configuration check fails when trying to commit a BGP hold time value of 19 seconds
user@nantes# set protocols bgp hold-time 19

user@nantes# show protocols bgp
hold-time 19;
group ebgp {
    type external;
    traceoptions {
        file ebgp size 2m;

    }
    peer-as 222;

The BGP session will not be established when the BGP hold time configured on the remote peer is lower than 20 seconds. When the local router receives the BGP Open message, it will see that the BGP hold time used by the peer is lower than 20 seconds and the local router will send back a BGP Notification message with subcode unacceptable hold time.

The following message will be logged into the messages file on the local router:
Nov 22 14:07:04  nantes rpd[3064]: bgp_process_open: NOTIFICATION sent to 172.16.1.6 (External AS 222): code 2 (Open Message Error) subcode 6 (unacceptable hold time)
