Summary:
Static routes, that do not have the outgoing interface specified, disappear/change after the outgoing interface was flapping
Symptoms:
Static routes, that do not have the outgoing interface specified, disappear/change after the outgoing interface was flapping.

For example, the following static was configured without the outgoing interface parameter:
set route 10.10.0.0/16 gateway 10.10.10.1

Then the outgoing interface E1/1 experienced an issue and it was flapping. 
When the E1/1 interface stablized, the above static route was removed from the routing table.

Solution:
This is a software bug that is now fixed in ScreenOS 5.3.0r7 or later.

A work-around is to readd the static route and specify the outgoing interface in the static route.
set route 10.10.0.0/16 interface e1/1 gateway 10.10.10.1
