[ScreenOS] Why Redistributed or Exported OSPF Routes are not propagating to the NSRP Backup Firewall Device?

Scenario:  OSPF is enabled on an interface which belongs to a zone, bound to the untrust-vr.  OSPF routes are successfully learned on the NSRP primary device on the untrust-vr and routes are successfully re-distributed to the trust-vr.  The OSPF routes on the untrust-vr are successfully sync'd over to the backup device (on the untrust-vr) using the route sync feature available on ScreenOS 6.3.0.  However, routes are not re-distributed to the trust-vr on the backup device.
By default, routes are not re-distributed or exported if the original routing instance is on a VSD where the interface is inactive.  This behavior can be modified using the following command:
set vr untrust-vr adv-inact-interface
