EX4300 40G ports may continue to flap after upgrading to 18.4R2-S4 and some specific Junos software releases.
Due to PR 1517182 , EX4300 40G ports may flap or continue to flap. Issue is in the following code versions.
  • 18.4R2-S4
  • 19.1R3, 19.1R3-S1, 19.1R3-S2
  • 19.4R1, 19.4R1-S1, 19.4R1-S2, 19.4R2-S1, 19.4R2-S2
  • 20.1R1, 20.1R1-S1, 20.1R1-S2
  • 20.2R1
The flap may occur on any configuration change on 40G port or LAG having 40G ports as its members or continue to flap if LACP is enabled on LAG carrying 40G ports .

Fix will be available in 18.4R2-S5, 19.1R3-S3 and all the upcoming branches. 

Due to this PR, 18.4R2-S4 software image is removed from Juniper Software Download page.
