My configs are the same but NSRP is reporting the devices are out of sync (because lines are out of order)

Even though the configs are the same on the primary and the backup, they are reporting out of sync.
If the configs are the same but the lines are out of order the device will report it as being out of sync due to a checksum mismatch.  This cannot be fixed by doing a manual sync.

Reload the config for one device with the lines in the same order, or if the firewalls are being managed by NSM, repush the configs to the devices and this will also bring the lines back to the same order.
